Actually in (necro)response to Canis, UNSC destroyers were known to have two mac cannons where as the frigate's only got one.
Plus, Mother of Intervention as a Charon-class light frigate, she's only good for troop transport and fleet escorting. She's horrible for fighting in general.
Also doesn't help that Destroyers were incredibly fast and maneuverable.
